S38 Second Quarter Power Rankings

The 2nd Quarter Power Rankings were finalized after 83 games, rather than at the exact halfway mark of 82 games. However, I held off on publishing them for awhile because I had just published the 1st Quarter Power Rankings at about the 70 game mark.
